Handicap Driver

Hi ~

Where would I find the driving laws in the state of MN for handicapped drivers. The situation is: A person I know is paralyzed from the waist down due to an accident a year or so ago. They never changed their driver's license to reflect that and just recently purchased a vehicle that does not have hand controls. They are driving the vehicle using a stick to negotiate the gas and brake which seems illegal to me and very dangerous. Where can I go for help? Thank you
