The bad guys were doped up and not feeling any pain, plus they were wearing body armor.
It takes time for SWAT to gather, brief, and deploy.
The street cops, who at the time had only pistols and shotguns, were outgunned by the bad guys, who had automatic rifles. They actually had to borrow rifles from a nearby gun store until SWAT could get there just to get even.

But first of all these guys are wearing limited body armor, it wasnt covering there sides, head, feet, or joints..pain or not shoot a guy in his head or joints hes gunna feel something.
Secondly you have S.W.A.T., these guys are highly trained and since there the only ones with the high powerd rifles on our side they should have been able to end this in less then 5 minutes after even being briefed.
What I dont understand is why didnt they just take the head shot???

Probably because there was incoming rifle fire initially. I don't know if I'd try a head shot at 'long' distance (25 yards out) with a handgun against an active shooter with an automatic weapon either.
Once SWAT briefed and deployed, they had a lot to do. There were injured cops and civilians all over the place that needed rescue (medics couldn't get in due to the active shooting) and don't forget, these guys were on the move in a public street, not holed up somewhere where a definite plan could be easily made.
There is plenty of video showing exactly what happened. I think that the reason you are confused is largely due to hollywood.
If you had any real experience with tactics or combat (as opposed to what you see on TV or in the movies) you'd know that they did a fantastic job under the circumstances.

Quit playing video games and expecting real life to work that way. Making a head shot is no easy feat from a distance, but add in the fact that you had moving targets who were wearing body armor and shooting back at officers with automatic weapons made it all the more difficult.

I didnt say they did a bad job or saying they did there job wrong, I would have no idea the pressures of being a officer in that situation, probaly never will. I salute the brave men and women at the Las Angeles Police Department. I just had trouble understanding why it took so long, thank you for clearing it up.
No hard feelings, but if you enlist in the USMC as you plan and gain some basic rifleman skills, you'll understand the unrealistic view you have of headshots, active shooters situations, and making precision shots under high stress. Come back and re-read this thread after spending a year or so in the military (or any formalized firearms training) and you'll probably read it the same as we have. ;)

Taking a headshot at a 100 yard stationary target is different than trying to hit a moving target at 25 yards when they are shooting back at you with automatic weapons that cut through body armor. ;)
