First, you're going to find that if you choose to use "chatroom texting" to communicate here, you're going to annoy a lot of people. You don't have to use perfect grammar, but take the extra few seconds to type "could" vice "cud," as it will make you come across as someone who receiving higher education.

Second, this sort of homework assignment would be better served by you getting off the computer, going to a police department, and simply asking an officer these questions. I doubt anyone here wants to give you, someone we don't know, our personal information (I know I don't). If you're in college, you're old enough to drive and can easily get this assignment done by getting off the computer and speaking to a real person in the real world.

But yea.. What ROS said.. Go to a local PD and speak with a person, IN PERSON! Knowing California agencies you'll have better luck going to a smaller town with a more "customer service" oriented policy. Larger agencies might tell you to stuff it as they are far too busy.
