I have a reserved handicap parking at my apartment. Another handicap vehicle waits until my apartments office is closed and always parks there. Is there any thing I can do to have him to move his vehicle?

Probably not. The handicapped spot is for ANY handicapped vehicle (unless you are paying for a reserved spot).
If you need more handicapped parking, the complex should be able to put out another sign for you.

This same issue has come up where a person gets a handicapped spot on the street in front of their house. Another person who is lawfully using their hp plate parks there and it is NOT a violation.
The issue of your reserved spot was granted to you and is only "enforceable" by the landlord. As a police officer, there is nothing I could do.

Even though the handicap parking place has my handicap tag on the sign?

In Florida, there are certain requirements as to how a handicapped parking space must be marked. If the space is not properly marked then I cannot issue someone a citation for parking in the space, as it doesn't meet the legal guidelines to be considered a handicapped space. Since you mentioned that your tag is on the sign, this leads me to believe that the space may be more of a "homemade" handicapped space instead of a legally marked handicapped space.
As others have said, you cannot legally reserve a handicapped space. They are for everyone who holds a handicapped parking permit.
