My son was pulled over for a traffic stop. The officer told him that it was because one of his rear seat passengers had his window open with his arm hanging out of the car and had put his head outside the car. I didn't know this was an offense worthy of being pulled over. Could someone please let me know if that is correct.
There are numerous reasons that a vehicle could be stopped for. State traffic codes are lengthy, and it's not hard to find a violation to stop a vehicle.
There are an A LOT of infractions that are "worthy" of a traffic stop.

With all due respect mom, you have no idea what happened, what the officer told your son or what was worthy of a stop.
Assuming it was just as he said, was he cited for anything? Why would you be bothered that an officer would be concerened for the safety of your son's friend?

Although most people figure this out with some common sense, things like heads, hands, feet, arms, etc., must be INSIDE the vehicle while the vehicle is in operation. Windows exist for visibility and ventilation, not to allow people to hang out of vehicles.
It's definitely a traffic offense that can be punished by a citation, and also if your son was involved in a traffic crash where one of these people became injured or caused damage to property due to their actions then he could be held legally responsible since he was the driver of the vehicle.

On the serious side, I am not from Colorado, but here is Colorado state law that more than likely includes your son.
42-4-1401 RECKLESS DRIVING: Any person who drives any
motor vehicle, bicycle, or motorized bicycle in such a manner
as to indicate either a wanton or willful disregard for the
safety of persons or property is guilty of reckless driving.
Body parts hanging outside the vehicle can be concluded as disregard of your son's passengers.

Who knows if the kids all had their seatbelts on, and based on someone hanging out of the car {Not just the arm or whatever your son told you Im sure} its easy to see that they didnt have their required safety equipment on.
Was the kid hanging out of the car throwing up from consuming too much alcohol and the officer wanted to check on his well being?

Call the Officer and thank him for stopping your son. Maybe if your son knows he can get stopped for minor offenses, he won't take a risk at a later date doing something more stupid like driving drunk, reckless driving, etc. He knows the Police are out there doing their job.

Do you realize that you can't physically have a seat belt on and stick your head out of a car? Junior wasn't controlling his passengers... who's actions HE, as the driver of the car, is responsible for.
The friend was either yelling or throwing something. Which is it and what was it? You haven't asked him enough questions... likely because you want to be his friend, when you should be being his parent.
