if the flashing light is visible outside of the vehicle then it really does not matter if it is mounted on the exterior or the interior. the same laws would apply.
Specifically i do not know the laws in WV, but in MI I would stop you if you have a flashing LED light bar visible to the exterior to your vehicle.
If the light bar is not visible to the exterior of the car, such as mounted underneath the backseat, or under the dash what is the case with that?

Again, it does not matter where the light is mounted. If the reflected light is visible outside the vehicle, it's a violation. And why in the world would you want a lightbar inside your car.... under the rear seat? And don't tell me it's for the "disco effect" for your passengers.
