My daughter is 16 and wants to live with me and not her dad who lives in california can she leave home at 16 since her dad wont let her live with me

Are you the child's mom? If so, you can go to civil court for a child custody hearing. If you're not the mom, you don't stand much of a chance.
Either way this is a civil case and not a criminal case that Police would deal with. You'll need to consult with a private attorney.One Big Ass Mistake America

Is there ANY formal custody ?
Is there ANY reason why you could or should be declared an unfit parent ?
How did she end up with her dad instead of you to begin with ?
WHY does she want to live with you instead of her dad ?

Get a California lawyer. If she wants to live with you and you haven't had parental rights terminated, you can probably get custody if she wants to move in with you. At that age, the courts generally grant the child's wishes unless the custodial parent can show you are unfit.
