Are Civilians permitted to purchase and own Kevlar and other "Bulletproof Vests" in your state? Do you think these vests should be restricted to Military and LE?

Yes, unless a convicted felon and Yes.
Integrity is doing the right thing even when people aren't looking.
It is an offence in Australia to own body armour.
LEO's are issued it. I think security officers can get them if they are licenced correctly.

If you buy one and even wear it....you won't even last a day. Especially in the summer. They are not comfortable and it is like wearing a thick long john.
In the summer, you will SWEAT. And I mean roling down your back sweat. And you won't be wearing one under a t-shirt as it will noticeably stand out.

Legal in Texas unless you are a convicted felon.

It's a no-go in Maryland. LEO and special POs only.
But my question is, why in the frick would anyone want to wear it? I was in police supply the other day and a guy (not a cop) came in and wanted a vest. There are only a couple explainations that I could come up with:
- security guard
- going to commit a crime
- was a cop wanna-be and wanted to "look cool"
There is no looking cool with it on in 100 degree weather.

We had two people as students at an advanced pistol class who worked at a check cashing store. They both owned body armor.
I can think of many reasons to own it.
