Perfectly legal as long as it is not more than 2% in strength.

Hey thanks for responding. Is 2% worth it. Meaning will it effect someone. Or would a poke to the eyes be more effective.:D No I don't plan on assaulting anyone.

The percentage matter not in effectiveness. The Scoville Heat Unit rating is what infulences the effectiveness. Get a spray at least 2,000,000 SKUs and that stays below the percentage required by law.
