I have a character who is more of a white-collar crime investigator. But I want to write it where this character hasn't been issued a gun. (the character is rediculed because real cops carry guns etc etc...)
Is there such a situation where an officer of the NYPD because of their particular job duties are NOT issued a gun?

Only when they get in trouble (domestic voiolence, post shooting, accused of serious mis-conduct, etc...). And then, they are REMOVED from their unit and placed in special units where they can be monitored, such as VIPER (CCTV monitoring).
Hate to say it, but if you planning a detective without a gun, in the NYPD, you have no story, because it is not even close to possible.
