    hinged cuffs in NYPD; authorized ???

    Can anyone point me to some document, procedure, or anything that states whether hinged cuffs are authorized or unauthorized in the NYPD; I've been looking high and low and though many other POs tell me that they are unauthorized, I can't find anything about them in the P/G or anywhere else. The most I've found is one reference "regulation cuffs" being an official uniform item; of course "regulation cuffs" is never defined. Is this just another "keep it gray so we can screw you if we want to" area ?

    Why does it matter? Hinged cuffs are more uncomfortable but offer more control while chained cuffs allow some movement. If one is arrested, in most cases him being completely comfortable isn't the first priority. Keeping him controlled is more important.

    Did "your friend" get arrested and controlled with hinged cuffs?

    Drummadude, what are you talking about ? Where did I ever mention a friend getting arrested ?? I appreciate that you responded, but I think you got confused somewhere along the way. My question comes from my wanting to know what I can carry and use without putting myself at any legal hazard.

    I believe what he is alluding to is whether or not you are really with the NYPD or if you want to find out because you are trying to get someone on a technicality for you or a friend to try to get out of a charge/arrest made by one of New York's Finest.

    If you are a LEO with NYPD then there are a few guys onboard with NYPD that will help you out by PMing them your Name, Shield#, Unit, etc. and confirming your identity.

    If you are not however employed as a LEO by NYPD, then I would suggest rephrasing your question to ask what you really want to know.

    If you worked for NYPD, you could always ask your supervisor if they are authorized or *gasp* read the general orders.

    I can't imagine why any agency wouldn't allow hinged cuffs. I carry both hinged and chain. I always used hinged, unless the subject is being less than cooperative, in which case I grab chain as the object is to just get the damn things on him at that point.

    basher52, thanks and will do; legoate, as I stated in my original post, I have searched the patrol guide and cannot find anything offering a definition of what "regulations handcuffs" are (though, I can find the term itself used), and as for asking a supervisor I try not to look like a jackass in front of my bosses by going to them with every little question. I don't know, maybe that's just me.

    Must be, I'd rather ask my sergeant than get called on the carpet for using unauthorized equipment. Not too hard to spit out "Hey sarge, there some policy against using hinged cuffs? I can't find one anywhere.".

    You could always ask another officer, or another supervisor, or just look to see what other people are using. Truthfully, it's not a big deal to ask questions...that's how we learn.

    Hey, back in the day swivel holsters were a no-no for the 38's. If you had a holster with pen holders, it was a felony, but guys had em. I dumped the skimpy belt my second day on the street in NSU and wore a Sam Brown and never looked back.

    Cairn, are u issued cuffs or buy your own? I heard the nypd were issuing Hiatts 2010 chain cuffs? Don't know for sure though. Here there's nothing to say what type of cuffs we can use, but as it's S&W or Hiatts chain links that are issued, you can take it that if you hurt someone (whether it be your fault or not) with any other type, you'll get into bother.

    Incidentally, here in Ireland they've just started buying ASP hinged cuffs, but there's a training course before they'll issue them.

    The NYPD doesn't issue anything other than the helmet, firearm, vest, and a few other items.

    We were "forced" to purchase the Hiatts in the academy, I'm sure at a great price compared to a buff store. After the academy, I went and purchased 2 pairs of s&w cuffs.

    No hinged handcuffs are not authorized as per PG (cant state actual procedure but i will look it up later) but alot use them. You will not get in trouble for carrying legal wise and no perp will beat a case for them. But if a NYPD boss has it out for you you will get one

    I had a sergeant who told one of our finest officers that his cuffs were unauthorized and not to use them. The officer got upset and wanted to know what was wrong with them. The sergeant took the cuffs and snapped the cheek plate in two.
