It's more than reasonable to call your local police department on their non-emergency number and report the barking dogs to the police department.
It may only take a knock on the door by a uniformed officer to fix the problem.

get one of the cheap square box fans and set it by your bed
before you go to sleep.
It will provide enough white noise on low that you wont hear the dogs
On a clear night, I can see the other deputies emergency lights at least 10 miles away.
But it isnt flat here LOL
You will need good cover, patience, and a BB-gun.... :D

In all seriousness, if you think they are reasonable - talk to them about it; if not, just call the non-emergency number to the Police and hopefully that will take care of it. If that doesn't work - try the fan/white-noise trick.
As a new guy to a neighborhood, my first suggestion to you is to do nothing. So what you got woken up! I am sure you will or have already inconvenienced somebody in your neighbored with a car blocking something, noise from the move, etc...
Your the new guy or gal. Crap happens. Maybe that dog was barking at a person walking someplace they should not have been. Give it a week or so. See how many times this occurs. Don't make problems for a little thing!!! The neighbors all know each other, you know nobody!
I recently moved into a new house and new neighborhood. Before I complained to anyone, I waited and saw what was a one time thing and what was a pattern. I don't waste my time if it is a one time deal. And so far, there has only been one issue that has come up. I spoke to the neighbor by making sure I was outside when I knew they would be out and pass by. I struck up a cpnversation with the new neighbor thing. I politely inquired about the issue in a very polite and non-confrontational manner and learned what the noise was, and why it was occurring. Since they were her before me, and the explanation seemed reasonable, I learned to live with it and now don't even hear it.
Just slow down and see what happens before acting.

You could talk to your neighbor yourself calmly about the matter first. If that doesn't work....
Call your police department's non-emergency phone number (should be listed in the front of your phone book) and ask them to have animal control look into the problem. All I can do is ask the owner to put the animal in the house so it will stop barking. It's just a "band aid" until animal control does something about it.
I agree. Plus, you may find some noises don't bother you as much once you become accustomed to the neighborhood. I rented an apartment once that had nearby train tracks. I never thought I'd get used to it- they woke me up all of the time. After a while, I didn't even notice the noise anymore.
