Got someone on a forum that has modified his reverse lights to be super bright. I mean like looking into a headlight. He says it's so when someone is tailgating him he can flip a switch and hit them with the light. I made the comment that I believe it's illegal because you are basically blinding the person. What is the scope?

What state are you in? Changing the factory installed lighting on a vehicle is usually illegal unless the aftermarket lighting has been approved by the state.

I take it that the vehicle is in Florida. Not only does any lamp modification have to be approved by FDOT (and no, just because a headlight lamp is approved doesn't mean that you can use it as a reverse lamp), but the reverse lights cannot illuminate unless the car is in reverse.
He's actually subject to three citations, one for the unapproved lighting, another for the reverse lights operating while the vehicle is in drive, and finally another one for unapproved flashing lights if he flashes them.

Illegal and stupid.
Only way I could think it could be legally used was if he was taken hostage by terrorists and his car was likely to be used as a suicide bomb to kill thousands and the Military were following in a tank and were going to blow his car up and he could then use the lights to tap out S-O-S or other morse code to let the tanks know that he was actually a retired Navy Seal or Delta Force operative, and was about to regain control of the car and safely drive it into a safe area.
