Practicing medicine without a license in Connecticut

Hey all, and thanks for reading.

There is no way for me to give the whole 'sordid' backround regarding this question in a public forum. I am going to try and make it simple...

There is a psychologist in the area, who is making suggestions about medications he feels his patients should be taking. On atleast one occasion, he dispensed prescription medication to a patient. He has no prescribing priviledges, he is not an MD, APRN or a Physicians Assistant.

He is also selling, for profit; a vitamin suppliment that he claims is a 'cure-all'. He is telling his patients that this drink cures; depression, insomnia..all kinds of stuff.

Now, anyone have experience investigating this type of crime? Would it be a waste of time to go to the police?

Now, there are many little asides to this case, but I do not feel comfortable writing about it in a pulic forum. Feel free to PM if you want more info.

    Thanks all.

    Be Well.

Funny thing is, I posed this question to my attorney, he told me to ask the police.

If you don't get an answer from a CT Officer, here are two other options:

Contact your local department. This is something taken seriously. If you can't get an answer or response from them for any reason, contact the State Attorney General Office. You WILL get a call back from them. Their contact info can be found here: http://www.ct.gov/ag/site/default.asp

Thank you for those; after looking them over, I am not sure that it fits this situation.

I have contacted the AG Twice. Have not gotten even a canned response from that office yet.

Also contacted Rell, (I am on a mission)

The CT Department of Public Health has already ruled on the 3 complaints they had about him. There were 4 different, VERY SERIOUS charges...2 of the chargers are considered felony's. They found him negligent, but they only put him on 2 year probation. Do not even GET me started on that Kangaroo court.

DPH did not investigate the drug charges, and that irks me to no end.:mad:

There were no criminal charges filed, but there REALLY should be.

Can the DPH in CT charge someone criminally? Florida's Department of Health has investigators who can conduct criminal investigations, however they cannot actually charge anyone. The charging has to be done by the state attorney or a local/state LE agency. Most Departments of Health are regulatory agencies that impose civil sanctions, not criminal ones.

    You are correct.

They can not charge criminal matters...however DPH dropped the ball so far on this one...the 'Attorney' who tried the case for DPH told me to go to the police. The Board of Examiners found him negligent, but only put him on probation.

Trust me, it is a LOOOONG story, how I got involved is..well, I am not really sure. But the FIRST complaint to DPH was by a female patient whom he had an affair with. (get this, she was the WIFE of another one of his patients)

Um, ok..to make this clear, I did not have an affair with this troll.

The police did investigate that complaint, they did a great and thorough job with the investigation....but the DA would not sign a warrant. IMHO, the DA was just too lazy to prosecute 4th degree sex assault.

I got involved during the police investigation.

    Confused yet?

    Yeah...me too.

The DPH Attorney suggested that I talk with the police and file a criminal complaint...but It is such a grey area, and I am not sure that what he did really constitutes practicing medicine without a license.

Thanks for the responses, I do not want to waste the police's time...that is why I am taking it here. To get some opinions.
