If I am ever pulled over, I will pull over as far right as I can go, not just onto the shoulder...If no shoulder, than I will place my flashers on, acknowledge you & pull into a parking lot....If at night, I will turn my interior lights on , turn off engine & place my hands on the steering wheel & wait for YOUR instructions.
And of course, remain courteous...

Under PA state law, you are REQUIRED to pull over and STOP immediately. Doesn't matter if you have a nice wide shoulder, just pull over and stop the best you can. We are dispatched to every ambulance call and in my area , we will get there before the volunteer ambulance crews do.

What I would do rather than just park off the side of the road on the shoulder ... You all have plenty to think about than also adding the threat of 2 tons of metal & glass coming near you.
