This question has been asked many times before, but the circumstances are always a little different. Basically, the question is, "If a car is following too close and the car in front of it hits the brakes and they collide, who gets the ticket?"
I am not a traffic investigator, but I always go with the car to the rear. It is a driver's responsibility to allow for room in front of their vehicle and to be aware of what is happening in front of them. It doesn't matter why the car in front brakes, the car behind needs to be able to stop in a timely manner. Enough distance is the only way to do that.
So the answer to your question.....no.
BUT...I was running radar on a four lane street last month. I saw two "rice-burners" coming down street, one following the other. Both were going faster than the posted speed limit and I were close to racing. The kid in front thought it would be funny to slam on his brakes to see what his buddy would do. His buddy ended up jerking the car into the two-way left turn lane. I issued the kid a ticket for unsafe braking.;)
