I have a friend who is a resident of PA pulled over in Washington DC for having window tint too dark. He was given a Notice of Infraction but the officer did not ask him to sign the infraction receipt. HE did not refuse to sign it....The officer just never asked him to sign it. So if there is no signature by the accused there is no Proof that the accused recieved a copy and therefore would not be held accountable for something he never acknowledged he recieved.
So I am asking if there are any DC officers or anyone who knows whether my friend is held accountable for something he never recieved or still has to pay the fine?
He was given notice to appear.

Just tell him not to show up for court, and they will issue a warrant.
Option 2
Have your "Buddy" call the court and ask.
