I'm not a LEO but when I went on a ride along we stopped a guy and his DL was suspended. He was just cited and the officer made the passenger drive off.

Yes you can. But I always just wrote a cite and would not let the guy/gal drive.

There is an exception for military personnel who have just returned to the US and who's license had expired while overseas.

IIRC they have 30 days to get it renewed.

A ticket is considered an arrest ( technically) . Simply an expired license is a ticket. However if it is expired over one year and it is the second ( or subsequent offense of this) than the penalty ( in PA) is a fine of $200 - $1,000.00 and or up to 90 days. We don't get many like this as the renewal fee is only $36 for 4 yrs.

Again, in PA, active duty military stationed outside of PA can drive on an expired license until they are discharged or until they get assigned back here. Upon discharge they have 45 days to renew.

I purposefully let my PA license expire while in the USAF. When I was stationed in NJ, I got pulled over ( can't remember why) and had my expired license. This was 1982 so no incar computers or cell phones. I tried to tell the officer but he didn't believe me ( I don't blame him as I have heard lots of excuses too). He must have had someone call PA to verify because after about 25 min I was on my way.
