But the standing in the road thing...I see all kinds of traffic officers doing this. They do it to write tickets faster. They have their favorite spot and don't want to have to drive back to it and lose 'valuable time'. I think it is entirely dangerous.
Today, though, I had to do something similar:
I was doing RADAR in a school zone as part of our back to school missions (I look forward to these every year). I was parked at the curb like any other parked car radaring oncoming traffic. I got two vehicles coming at me with identical speed (38 mph). This is a posted school zone of 20 mph and there were kids everywhere. I wanted to pick off the first car so I bagan a U-turn with all my lights flashing. The second car was trailing the first by about 200'. As I began my turn, he slowed, but I could tell he had no intention of yielding to the lights. I was a little aggressive edging the nose of my car across the suicide lane. He simply swerved into the bike lane and continued (strike 2, since the speeding was strike 1).
I fell in behind the second car who then acted as though he was going to yield and began slowing to the curb. However, he was slowing at a very slow rate, but I began my pass to catch the first car as he was clear my lane and had plenty of room to stop at the curb. As I was passing, the second car, who was not slowing at a decent rate, approached some parked cars and swerved back into my lane (strike 3!). A quick manuever on my part avoided a collision. Apparently he had only wanted to slow and not stop as I passed. My partner and I were now pissed.
I got the first cat stopped, but exited my car very quickly to yell at the driver of the second car who was now attempting to pass me in the center turning lane. I purposely stopped in the middle of the through lane to stop him. He just figured he would go around. I yelled at him to pull it to the curb, which he did. My partner ran up and dealt with him while I dealt with the drive of the first car.
Both got tickets for 18 mph over in a school zone ($201) and the second driver got the additional failure to yield to an emergency vehicle -- in a school zone -- $349.
Ouch! My Sergeant said I should've added the careless driving violation for almost hitting us which would be an additional $349. My partner wanted to cite him for driving while stupid, but he was fresh out of rubber hoses.
