    Being an ex fugitive from justice I can say in my experiance that one becomes one by not showing up for court on a criminal matter.... Other than that you may want to wait for the pros to answer your question!!

    I would consider a fugitive to be anyone who is actively wanted by, and therefore hiding from, the police in relation to a crime they have comitted.

    If you saw a cop turn on you for speeding and he never caught up with you, then you are not a fugitive. If he DID catch up and signal you to stop and you eluded him, then you ARE a fugitive.
