Let's take NYPD or any other big city PD. What are the qualifications for getting into a sergeant's position, other then the exam? Number of years served? Tickets issued? What about lieutenant's position?

it really depends on the city cause not all departments are the same. But you would defenitly need a couple of years or experience to gain rank

In many departments I know, after 5 years you become a "Master Police Officer" or some use "Corporal" your pay increases and you are also able to then become a Field Training Officer. After that it depends on the department, some departments have Seargents and Lieutenants, smaller ones may just have Lieutenants. Also in smaller departments there isn't really the competition of testing you are generally offered the position. It just depends on the department.

Portland requires 5 years from date of hire and to pass a rigorous testing process. The the Sgt is on probation for a year.
