Just to clarify my post. In a road block or DUI checkpoint your stops must not be random. Meaning that you either must stop every car, or you must show that you are stoping every other car, every 3rd car, and so on. You cannot just stop a car at random in a checkpoint, unless you have articuable suspicion. You can pullover a car that take deliberate action to avoid a checkpoint, because you now have articuable or reasonable suspicion.

I'm still awed that TN can stop merely for a DL check. Maybe I should write my congressman here in FL. It does make sense though, because no one on the east side of my county has a license. I could literally take a hundred people to jail in one 12 hour shift. That would rock.
