Lights and Sirens.

I sometimes listen to a radio scanner from time to time. I like to know what is going on in the area.
I have to say I respect all of you who are police officers. You do a great job. It is honorable.

Anyways, now for my question.

I have noticed alot of cops almost hitting other cars or pedestrians due to not putting on their lights or sirens right away. One almost hit me the other day when I was crossing a street. I was even on the crosswalk. The trooper was way over the speed limit as well. I never heard his sirens nor saw his lights. It was also during the daytime. He was very close to hitting me. A few buttons came off my shirt. If he had hit me, what would have occured?
