Ticketable?

Hey everybody got a quick question.

So I'm driving down the road today and I see something that infuriates me more than just about anything. There's these 2 ladies driving down the road, both of them smoking ciggarettes, with the all windows completely rolled up, with an infant in the back seat! This kid couldn't have been older than a year.

I was wondering if this in any way could be a police matter. Perhaps child endangerment or something along those lines?

Obviously! These two ***-stains don't have the cerebral ability to see they're hurting an innocent child. With any luck, they'll drop the baby off at day care, and their car will erupt into a fireball after being t-boned by a cement truck. Not that I want an innocent cement truck driver to get hurt, mind you.
