I don't know about the compensation issue.
I did read somewhere that Police and "Armed Security" that needed handguns as a part of their employment were exempt.
The way I read HR-218, I see that LEO's still have to abide by the use of force laws and other requirements of the state. For example, "HR 218 will not be a defense to possessing hollow point bullets, carrying a weapon on a school campus, carrying a prohibited weapons, carrying a weapon in a casino, etc. Some of these scenarios are illegal in certain states. Know HR 218, but also know the laws of that state in which you intend to carry!" that is from the below link about HR-218.
HR-218
"Those who would give up essential Liberty, to purchase a little temporary Safety, deserve neither Liberty nor Safety."
Benjamin Franklin, 1755
"Living in our society is like living in a very tall building. The rich live on the top floors. The poor live on the lowest floors. And only the cops travel to all the floors. Only the cops see it all."
