    Question about Capital Punihsment Statistics...

    I'm confused as to what the numbers mean, I know that they obviosuly aren't percents.

    In 1997 the average homicide rate for death penalty states was 6.6, while the average homicide rate for non-death penalty states was only 3.5.

    It means 6.6 homicides for every X number of people. You'd have to look at your source material to see the value of X.

    It's probably something like 6.6 homicides for every 100,000 residents, or something like that.
