    Procedure to Check ID

    Greetings from Oregon! Based on a few other posts I've read, I believe my question isn't too far outside your area of assistance -- so here goes:

    I'm writing a screenplay in which a person is found unconscious in a car. I'm curious what circumstances would cause the police to run the person's name or description through the state and then federal systems to aid in identification. Any specifics you may share regarding the process, what information is submitted, the turn-around time, and how an officer in another state would become aware of the person's location would be most appreciated.

    Again, I'll completely understand if this inquiry is beyond your desired scope, but I thank you in advance for your time and consideration!

    Usually when we find an unconscious person in a car, we put the car in neutral and roll it over the town line into Danbury.

    If you find someone unconscious you will get their id to attempt to identify them and assist with getting them medical attention. Of course warrant checks would be made.

    Thank you for the posts so far -- especially the more helpful one from Valor55!

    Could you please elaborate on the warrant checks? Would the search only be visible to the officer performing it, or could other officers in other states potentially see the unconscious person's name? Do you have an average TAT on these checks?

    What if a warrant were issued several states away -- would it still come up in a search, or would the officer need to tie into a federal database? Are all open warrants reported to the federal government, or only those of a certain importance?

    Sorry for all the questions (and my apologies if I have the terminology wrong), but thank you again for any assistance you can offer!

    Aided unconscious must make a notification to family. Hopefully they'll have ID, and you can either send local PD to his house (had a jersey kid passed out drunk in NYC, had local PD go to his house, and gave them the ER #). Otherwise you have to do a missing/unidentified report with full description and as much info as you can.

    When I run someone through our state database (LEIN = Law Enforcement Information Network) it automatically checks the subject through the national database (NCIC). So, really only one check is made, but that one check runs through multiple databases.

    I believe that it is generally up to the issuing agency if the warrant is submitted into NCIC, but I could be wrong on that.

    Ditto. In my case, a check goes through local metro database, then through state database (TCIC in this case), and then through federal (NCIC) database.
