Hurrah! Get those politicians of their asses! Seriously now, is there any citizen's arrest law in your state? Here in Canada, a person can make a citizen's arrest if they find someone who is committing a crime, or is the assistant (ie servant, butler, maid, friend who helps out a lot) whocan pursue the criminal. Anyway, if a lot of people are ticked off at these kids, why not band together and make a citizens arrest. You can all wait until you see them vandalizing something, then the bunch of you grab them. Also, it says to get them to a police officer asap. Therefore, you call the police to come and formally arrest them. Which means that if the police don't show up, you can hold them (tie them up) until an officer does appear. As long as you don't treat them badly (feed them) you can hold them for a while. Perhaps this may be the answer to your problems.
