All the time. It's just human nature to want to see what's going on.

I was at a scene where a newspaper photographer was arrested for continuously trespassing on a crime scene despite being warned several times. It was a vehicle crash with a fatality and I guess he wanted to get the perfect shot. He spewed the 1st ammendment defense when cuffed.
The state dismissed the charge.
But yes I cant think of one time where we had crime scene tape up and did not have spectators.
