When we come out of the Academy everyone does a few weeks at one of the statoins in the CBD. One of the first things they get you to do is go out and give some tickets for jaywalking. It's supposed to help those of us that haven't had jobs involving public contact before intitate contact with people. Improve people skills, that sort of thing. You do it for 2 days, if I recall correctly. The first day you give everyone you speak to a warning. The second day, they give you a ticket book and send you out. I missed the second day because I was snaffled up to do some work in plain clothes to catch drug dealers.
The only times I've given a jaywalking ticket since then is when they caused a crash.
For going under the speed limit, if it was bad enough I would do them for Drive At A Speed Dangerous. Hasn't happened yet, but always on the look out for it.

We actually have a specific law for it here...but I don't have any 65+ mph zones in my city. :( I HATE slow people in the left lane!
