First off, only the first word of a sentence or proper nouns are capitalized. Secondly, I have no idea, we don't have such a thing as a nuisance property here. Your local cops would be the ones to ask.

I suspect you are referring to a bar of some sort ? If so , that depends on the individual municipality or state. In my state the Liquor Control Board ( now run by PSP) is reaponsible for such actions against a bar. They would of course go to the local police for a record of all of the calls.
