AFIS is available usually on a state as well as federal level. If the "unknown" prints were taken from a crime scene, they can be compared to the prints that AFIS has on file. The print must be readable and must have the core (arch, loop, whorl), and one delta to be checked against prints on file.
Those that take fingerprints in TN (other than law enforcement) include day care facilities, Dept of Safety for gun carry permits, and several others. I once had an ID Tech advise me that a guy was arrested for DUI and his fingerprints were on file from a felony vandalism that had occurred two years before his DUI arrest. He was subsequently also charged with the vandalism charges. It definitely works.

Does AFIS have the prints taken for the driver's licenses (in states that do take prints for licenses)?

The last time I was in the Va DMV, they weren't taking prints for anything.
