I am suprised nobody has responded to this message. Basically the first thing is to graduate. You should also check the departments in your area to see if they have a Police Explorer group. The police Explorers are teens that work with the police department, ride with the officers sometimes and learn different facets of the job. I know California has numerous programs and I did a quick search of the net and found several. Type "Police Explorers" into your search engine and you will see many responses. Good luck. The following is something I found on the Salinas CA site. It has a contact number and general info that is probably pretty similar to other groups. I put it here so you could get a feel for what the requirements and such usually are.

AGENCY DESCRIPTION: Provides parking and traffic control, ushering, miscellaneous services for special events, attends two monthly meetings and is trained in law enforcement and public service.
ELIGIBILITY REQUIREMENTS: 14-21 years, "C" average or better if attending school, no felony arrests.
SERVICE HOURS/DAYS: Varies - based on assignments. 2 meetings a month, 6:00pm-8:00pm.
