I am 26 and I will be getting out of the navy soon. The only problem is that I am about 5'6 and my weight is about 137. I can not gain weight to save my life. Will this be a problem on getting hired with a police department

If the Navy didn't have a problem with it then a PD shouldn't.

Philly Cheeseteaks and large grease laden Pizza Hut pizza's should do the trick.

You are not out of bounds on your weight but at your slight size, you will need some sort of "edge" as you will be dealing with people much large than yourself.

Thank. I am trying to start a program that will put some weight on. Thanks for the sugestion and any other sugestion you might be able to come up with will surely help in reaching my quest to help people and to protect my community as we continue to fight crime so I will be ready.
