Unsafe driving in New Jersey

I know the rule is 3 unsafe drivings within 5 years and you get 4 points on your liscence, but is that law state wide, or township wide?

i.e. if i have 2 in my town and commit an offense in another town, does that make it 3 or 2 in 1 and one in the other?

Not from NJ, but I would bet that all of the citations are reported to the state and each offense would count no matter where in the state the violation took place.
