Special Night Electronic Unit. They are a team assigned to assist the power/cable/phone companies in the detection and prosecution of theft of services in these area. People who hook up illegally to power/cable tv/internet/telephone. Due to the higher criminal useage at night, they are able to detect the RF energy easier as compared to the solar interference during the daytime.

One officer is assigned to assist a 3 person team of techs in a mobil vehicle ( usually a van) with sensing equipment. The officer participates in the detection and subsequently obtains the search warrant and makes the arrest based on info. received from the technicians. Depending on the location of the criminal activity and any other intelligence available, the SERT team may be involved as such thefts can be done by people running a drug operation. Needless to say , the need for backup is obvious.

Utility theft of services is QUITE a loss to the companies involved and they can recover damages as determined by how long the theft had been going on at a 2X multiplier. The charge is criminal but the 2X penalty is a civil issue which may or may not get paid depending on how the civil laws of the state work. btw, this is a bunch of made up garbage. Perhaps a NYPD officer who knows the accurate reason of these letters can be of some assistance to the person who posted the question.

SNEU...Street Narcotics Unit. Still in use today. They are preecinct based...meaning each unit has their own team. They address the "street level" narcotic offenses. They hit those buying or selling they see or those in posession. There is a city-wide Narcotics Unit that handles the sellers and big cases.
