    Comm. Services Officers

    I saw a police vehicle the other day that had lights on the hood but was not painted black and white like "regular" cop cars. On the side was painted "community services". What kind of folks are driving these vehicles? What difference, if any, between them and regular officers?

    Community Service Officers are civillians who perform police like functions in some communities like traffic control, parking violations, clerical work, and the like. They do not have powers of arrest.
