As a new officer in my department, I have been informed that when I arrest a juvenile, I have discretion in whether or not to handcuff him or her. My question is should I handcuff juveniles I arrest? If I handcuff juveniles, should the handcuffs be behind the back as is the case for adults? I use hinged cuffs on most arrests, but I do have a pair of chain cuffs. Both are allowed in my department. Which would be better to use on juveniles? I would be interested in knowing how you handle the cuffing of juveniles or whether your department mandates handcuffing juveniles.

The other officers have various policies. Some handcuff all juveniles. Some do not handcuff juveniles unless they think the juvenile is a security risk.

If they are placed in custody for a delinquent offense hand cuff them like anyone.

They are ALL a security risk when being taken into custody for a crime as far as I am concerned.

In college we were told of a 7 year old that was being transported by Police and Family/Children Services. The kid pulled out a pencil he was coloring with and stabbed the DFC worker in the eye. After hearing that story, everyone gets handcuffed.

Anyone who earns an invitation to the backseat of my car is handcuffed. I also handcuff juveniles during on scene investigations since so many of them run. I'm getting too old to be chasing scared teens and being handcuffed, slows them down considerably evening the odds when they bolt.

Juveniles get handcuffed as quickly as anyone else when they get arrested. They can injure you just as badly!

One of our officers a looong time ago was transporting a female juvenile. While being transported, she reached into her pocket, pulled out a revolver and blew her brains out.

We are required by regs to handcuff ALL prisoners, no exceptions. There's a good reason for that.

We also fingerprint and photograph all arrestees 10 and over. Watch Commanders can authorize photographing and printing for under 10.
