The answer as your first question is yes, as the others have already pointed out to you. Police Officers can cite you for any violation of the law, the fact that it occurred in a school has no bearing on the officer's authority. If you believe that you are innocent of the charge, then contest it in court. A summons isn't a guilty verdict.
As to your second question...If you expected to come to a law enforcement forum , give a vague half story, and have any of its members just automatically AGREE that the corrupt policeman was mean to you and violated your rights by searching you and cursing at you illegally, you are sadly mistaken...even if you only wanted the information "off the record".
