How is this legal in any state?

On Wednesday morning, 20 October, IL Attorney General Lisa Madigan will be joined by IL State Senator John Cullerton and IL State Representative Karen May at a press conference during which they will introduce the "2005 ILLINOIS ASSAULT WEAPONS BAN." This proposed legislation will include bans on most, if not all, semiautomatic rifles, shotguns, and handguns. It will also ban black powder rifles and any other firearm having a bore of .50 caliber or greater. The legislation will also require you to turn in your guns to the police or face forced confiscation.

If I've read this correctly,and if this is passed, all the lawmakers and the directly involved supporting staff shall be guilty of felonies under USC Title 18, Part I, Chapter 13, § 241 "Conspiracy against rights". All persons attempting to enforce this law shall be guilty of a federal misdemeanor (jail term is no more than a year) under § 242 "Deprivation of rights under color of law".
State lawmakers, jodges and policemen are not exempt from federal prosecution for performing illegal actions in pursuit of their duties in the way that US Senators and Congressmen are.
