I received an email relating a story about calling #77 on your cell phone to let police know that you intend to pull over as soon as you arrive in a safe place. Is this for real?

i give you credit for trying to clarify an email, but i wouldn't put much faith in anything sent via email.
if i turned my lights on, i just deemed it safe enough for you to pull over. the decision is mine, not yours. don't make me angry. you wouldn't like me when i'm angry.
