    One would need to decide where they would rather live, compare pay, benefits, pensions , opportunities for promotion, chances of being moved around ( involuntarily), educational requirements etc before making such a decision.

    And don't forget about realy taking a good hard look at the different jobs these agencies do on a daily basis. City Policing and State Policing/Highway Patroling are two different animals and depending on what you want out of your career one may be much better suited for you than the other.
