There are a few departments that I have in mind once I graduate college and the Academy. How can I go about getting my name out there? Should I try and Volunteer? Internships? If I was to stop by at the Dept, Who would I ask to speak to about getting involved in that dept?

You could do all that you listed, and according to how large the Department is, start with the secretary. She/He would be able to advise who you should speak with. You could also sign up for a ride a long or two.
Best thing to get your name out is "not to get your name out"... IOW, stay out of trouble, hold down a steady job until you are ready to actually apply.
