Orange County "expert" needed...

I'm looking for someone familiar with the Orange County Sheriff's Department as well as local Police Departments in Orange County, California.

Anyone who can explain general operations, chain of command, that type of stuff, and is willing to help out a writer in need of some clarity please respond. I am trying to create a fictional community in this area and need to understand how their police department would likely be organized.
