pocket bikes legal in CT? also scooters.

Now personally..i do not like these things.. i think they are a waste of money and metal..but appearently my friend thinks they are "so cool" and asked me to look around and see if it is legal to ride one...i figured this was the best place to ask..now one thing i do enjoy is riding scooters..i am over the age of 16 and own a drivers liscense..i heard all you need for one is a drivers license and not a motorcycle liscense...is this true? ive been thinking about picking up a 125cc..what is required for this? .. last but not least..my younger cousin has these "scooter" things that look like a push scooter but with an engine and a seat..im not sure how to explain them.. he has a "viza"and appearntly cops pull him over all the time..its 33cc..and if he gets pulled over im guessing its not very legal..but figured id throw those two things with this post..thanks for the info guys
