whats your routine when you pull someone over?

so after you have made the decision that a certain person has to be pulled over.you walk upto the window and what do you usually say??

hi, i'm (your name, your dept, and why you pulled the person over) or does it change based on what the offense is?

-just curious what you say when you pull someone over

    thanks J

First always call out your 20, with the plate and vehicle description. I use my car computer to run a check of the plate before I get out, so I see what I am dealing with. I also like to approach passenger side unless they have pulled off on a parking lot or off the street. I have found that using the PA to move them somewhere safer is wise as well.
Never cross between the bumpers on approach. You can become a cop sandwich in a heartbeat and not just from the driver. There have been coppers who got crushed because some idiot rear ended their cruiser.
If at night, light up the interior of the car, and have them turn their domelight on. Put you takedowns on them and put the spotlight in one of the mirrors.
Put your hands on the car. This leaves fingerprints if something goes south. Check the trunk lid for looseness.
Check the interior for how many heads, which if you can discern you should advise dispatch of.
If you can't see the drivers hands, tell them. I don't start any conversations until I see those hands.

As for the spiel, I say "Evening/Morning ma'am/sir, I am Officer So and So of the Nowhere Police Department. The reason I pulled you over is for X reason. Were/Are you aware that you were doing that? Is there a legal and lawful reason for doing that? Is this your car and are you responsible for it? May I see your license and proof of insurance?
Then you can get into questioning them about the car registration, their destination, etc.
Some guys like to walk up and get the license and insurance right away, without any of the above being said first. Not saying its right or wrong, its a technique. They argue to me that this ensures they have the guys ID if they bolt. Its been my personal experience that they are going to bolt prior to you ever making contact with them, so I don't feel I lose anything by doing it my way.

I am sure other guys do it differently, but I feel if I do some explaining and identification it leads to less complaints.
You know the difference between a job and a duty? A job you can refuse to do because it's dangerous; a duty you must do even if it is dangerous.

Normandy Officer Amanda K. Cates DSN 215 Killed 08/29/2006 Rest in peace kiddo you were loved and will be missed terribly. Justice is coming.

I sort of lost my temper the other night....This guy cut my partner and me off on the freeway...we were doing 80 mph...then accelerates away. My partner is driving and we are finishing off our shift and returning to station....I look over his direction after a few seconds and he says "I guess I need to stop that guy..." We end up doing 120 trying to catch up and bumper pace him at 110. I walk up to the car and say "How are you doing tonight....you have any idea how fast you were just going?" The guy looks at me like he has no idea why we pulled him over and says "I dont know, 65-70." I was a bit disgusted since we had followed approx. one carlength off his bumper for nearly 3 miles without him noticing we were there. I replied "Ahhh...no, give me your license." I got the license and walked back to the car. When I got in my partner was laughing...he had been listening to my mic on the ICC and says "A bit testy tonight aren't we?".
I look up his license in the computer and he already has two points on his license for being cited at over 100mph. Very slow learner.

In my defense, Im usually much more polite.

    "Ahhh...no, give me your license."

I don't know how many times I've said that. LOL.

white lights, basically are like head lights, on the front and sides of a light bar, i wasnt for sure what they were until i went on a ride a long and he showed me them when it was dark, they're pretty cool......but they suck when they're shining in your mirrors and you're in front of a cop being pulled over! haha

My current FTO is a traffic hammer, so in my first couple months at the department, I have probably made about 80 traffic stops, and that's as a part-timer. I got into my current spiel after about the first 20.

I plan out my whole stop before I ever light them up. If I don't like the location, I wait. While waiting, I call out my traffic, giving a tag and location, which I air in advance. I.e. if I am currently traveling in the 9200 block, I will call out the stop in advance at the 9300-9500 block. I don't normally air out a description, and when I do, the other officers know it is a signal to maybe head that way for one reason or another. I light them up, and try to get them into some sort of parking lot...main arteries I do my very best not to conduct business on the side of the road.

I approach the car, test the trunk, and take a gander inside while I pause at the rear fender. Get to the car and my spiel leaves only ONE opening for discussion.

"Good Evening/Afternoon/Etc., may I see your license, registration, and proof of insurance please?"

They try to pander, I cut it off, usually gently, but I will escalate if need be. Ask them, tell them, make them.

"Okay, well the reason you are being contacted tonight is for the violation of speeding. I visially estimated and verified your speed via radar to be 50 miles per hour in a posted 35 mile per hour zone. Is there any reason you were traveling this fast?"

Here is where I leave a little talking room in order to establish culpability. You know "Oh I was? Sorry" Or "YEah, I know, was trying to get home to my kids" etc. Now I tell them right up front whether I am citing or not...I don't waste their time by going to their car if I am just going back to my car to clear them, and I probably won't clear and warn unless there is something REALLY froggy.

"Okay, well I am going to be issuing you a citation for the violation of speeding tonight, okay? Please stay in your vehicle, and I will be right back with your information."

Scratch out a ticket, clear the party, etc.

"Okay sir/miss, here's your information back. As I told you a minute ago, I am going to be issuing you a citation for the violation of speeding...50 in a posted 35 mile per hour zone. You can take care of this in one of two ways...a plea agreement through the mail which is explained here, or you can choose to appear at the City of _______ municipal court house on *date* shown here. Please sign in the gray shaded box right here...it isn't an admission of guilt, just a promise to take care of the matter. Thank you, please drive safely."

    That's me anyway...
