The mission dictates the preferred entry method. Once an entry method is chosen, there are no rules saying you cannot change in mid mission. The situation dictates it.
Of course if you are looking to get evidence, you may want to go dynamic. If things go bad, then a change to a slow, methodical entry may be called for as evidence is never worth the the safety of the officers agents.
**A side not for all y ou high on getting your evidence: if your case relies on the evidence found in the house, you just may want to build your case a little more. You ought to have enough for your case PRIOR to entry, making what you find inside the "ising on the cake."
Conversely, you may be doing a slow, methodical clearing and then have an active shooter situation (on hostages). In that case, high speed, direct-to-threat would be in order.
I've done a ton of entries and no one way is safer than the other. The key is having well trained operators who know how to work together and have the flexibility to change with the situation at hand.
