It's a matter of wanting to minimize all weapons in the courthouse. They prefer to haveit as sterile as possible.
It's not all LE that is the problem. However, you know that everyagency has goofs that are irresponsible in their gunhandling (concealement, retention, etc) The Service would hardly feel comfortable singling out people from other agencies that are sloppy in this regard.... on the other hand, they would prefer that that gun not be taken and used against us or someone else.
Conversely, the Marshal Service has no qualms with telling our own idiots to clean up their act. 
It's all about the path of least resistance, while trying to keep things safe. Knowing howpolicies are made, I would bet most emphasis is placed on the "path of least resistance."
