I don't know but where I live it clearly states you must have amber or red turn signals.

I am not 100% sure, someone will correct me if I am wrong, but in California, the Vehicle Code clearly states the colors for lights, i.e. stop lamps=RED, back-up lamps=WHITE, and turn signals=amber.
Here in CA, a citation for that would be just a 'fix-it' ticket. Your insurance won't go up, nor will you recieve points on your DMV record. All you have to do is fix the problem, go to a police station, get the cite signed off, then, mail it in.

it is my understanding that there is no white lights alowed on the rear of a car unless it is the lights that come on when your car is in reverse. its doesnt matter if your turn signals are red or amber becouse some car manufacturers have amber turn signals, while others have red. so if you have a broken tail light, then fix it. some people are into the "import scene", and by these aftermarket tail lights that are clear. those are not legal in most states. so my question is, do you have a broken tail light, or an aftermarket tail light? bottom line, no white light out of the rear of your car while in forward motion.
You have obviously removed the plastic red cover from your tailights and replaced the bulbs with colored bulbs, right? You were trying to customize your vehicle and you got ticketed. Convert it back to the way it was. Those red covers also have reflective qualities when the tailights are not on so vehicles going down the road can see a red reflection from your parked car and avoid it and know which way its parked. Those clear covers don't have those qualities and could indicate to the driver that a car is parked head on. Its a safety issue. In my state, those vehicles with that modification are ticketed for improper equipment.
