I live near the corner of North Elm and Powell.
Victim lives at the corner of North Detroit and Powell. North Detroit and North Elm are parallel and one block from each other.
Suspect lives on Powell, between North Detroit and North Elm.
The said victims are young females, early teens, if I had to guess. I often see them out horsing around in their yard on my way home from the gym each evening.
Said suspect is often seen sitting on his porch at all hours of the morning, day, and night.
Twice now, I've driven by and noticed the girls outside, and driven by the suspects house, to see him peering through binoculars down the street at the young girls. I seriously doubt he's bird watching!!
I've been tempted both times to stop and question the suspect, but don't know his relationship (if any) to the girls, whether they know him or not, or any details.
Should I contact my local police agency to have them follow-up on this? I'm leaning toward yes, since I'm worried enough about this to write, but... would I be out of line to call the police on this guy??

Looking at girls alone is not against the law... Peering at young girls from a distance, through binoculars, seems to border on something illegal.
